What You Will Learn

The Health and Safety Representatives’ course is a regulated course that meets the requirements of the Work Health and Safety Regulation 2011. On completion of your attendance to this 5 day training course you will have an understanding of and be able to –

  • Undertake workplace inspections
  • Review the circumstances of workplace incidents
  • Accompany a WHSQ inspector during an inspection
  • Represent the work group in health and safety matters
  • Attend an interview about health and safety matters with a worker from the work group (with the consent of the worker)
  • Request that a health and safety committee be established
  • Participate in a health and safety committee
  • Monitor compliance measures
  • Investigate work health and safety complaints from work group members
  • Inquire into any risk to the health and safety of workers in the work group
  • Issue provisional improvement notices (where the HSR has completed the approved training).

Face to Face

Statement of Attendance

Completion of this Health and Safety Representatives course will result in the awarding of a Statement of Attendance. The approved code on the certificate is WHSQ-HSR-NCB01.

KINNECT Training delivers and assesses this program on behalf of Trainwest (RTO#51807) and the Statement of Attendance will be issued by Trainwest.

Nominated Health and Safety Representative

This course is primarily for employees who have been nominated as a Workplace Health and Safety Representative (HSR). For more information on the process of becoming a Health and Safety Representative visit the Queensland WorkSafe website. 


Day 1: Interpreting the WHS legislative framework and identifying key parties and their legislative obligations and duties

  • Introduction to work health and safety (WHS)
  • Evolution of work health and safety and the WHS legislative framework
  • New terminology, objectives and implications for consultation
  • Key parties with WHS legislative duties and functions
  • Role and function of WHSQ and offences and penalties under the WHS Act 76

Day 2: Establishing representation in the workplace under the WHS Act

  • Consultation, representation and participation arrangements under the WHS Act
  • Election and role of HSRs and deputy HSRs in the workplace
  • Obligations of a PCBU to HSRs and protections for HSRs from discrimination
  • Other consultation mechanisms including health and safety committees (HSCs)

Day 3: Effective consultation: Participation in issue resolution and monitoring risk controls as a HSR

  • Strategies and skills for HSRs to support effective consultation
  • Representing workers as a HSR – negotiation and issues resolution
  • Monitoring PCBUs’ management of work health and safety risks

Day 4: Monitoring PCBUs’ management of work health and safety: workplace inspections, recording findings and ‘notifiable incidents’

  • Workplace inspection and recording findings – including practical exercise
  • Obligation in relation to ‘notifiable incidents’ and resources available to assist HSRs

Day 5: Issuing a Provisional Improvement Notice (PIN) and directing the cessation of unsafe work

  • Issuing a PIN
  • Direction to cease unsafe work

There are no pre-requisites for entry into this program but the following skills are important for completing this program –

  • A good ability to read and write including ability to research information
  • An ability to convey ideas within a small group
  • An ability to read and discuss formal documents such as legislation and Codes of Practice
  • An ability to complete forms and complete written short answer questions

How long does this coure take to complete?

This Health and safety Representative Course requires 5 days of face to face training. We schedule courses to run on consecutive days or by arrangement eg 1 day a week for 5 weeks. The only requirement to consider when scheduling is that all training needs to be completed within 6 months of commencement.

Can I do this course online?

Unfortunately there is no option for the delivery of the Queensland Health and Safety representative Course online. It must be completed in a face to face manner. During the current COVID19 restrictions we are able to deliver the program via webinar (connected delivery). This program covers all the some content but is delivered by our Facilitator via an online conferencing platform. You can complete anywhere you have an internet connection.

Is there anything else to do after I attend the 5 days?

If all sections of the course have been completed successfully there is no further study requirements.
